Covington Riverfront Opportunities Overlay

The purpose of the project was to identify opportunities that add depth and breadth to current riverfront and urban design plans, while also creating unique destinations and complementing the features of Smale Riverfront Park across the river. Working with City leaders and key stakeholders, a vision statement and key objectives were created to guide the exploration of opportunities. Understanding the flood control infrastructure was a major consideration – both as a constraint, but also understanding that it can be modified (as it has been over time) to meet new goals and opportunities. The major assets and districts in proximity to the riverfront were other major considerations, in order to envision potential synergies and connective strategies that could weave the entire community together. The riverfront was divided into sub-areas that have distinctly different character and offer the opportunity to zoom into more detail. Immediately adjacent to the riverfront open spaces are three major districts that need to be enhanced and better connected to the newly envisioned riverfront. Together, these opportunities leverage the river as an asset and propose attainable goals to elevate the city, promote healthy living, generate economic development, and enrich the urban fabric with unique public art and place-making.
